1. Biodiversity
- 1.1 Norwegian ecosystems will achieve good status and deliver ecosystem services.
- 1.2 No species or habitat types will become extinct or be lost, and the status of threatened and near-threatened species and habitat types will be improved.

2. Cultural heritage
- 2.1 Losses of cultural monuments and sites will be minimised.
- 2.2 By 2020, a standard of repair requiring only normal maintenance will be achieved for a selection of archaeological monuments and sites.
- 2.3 By 2020, a representative selection of cultural monuments, sites and environments will be protected by individual protection orders.
- 2.4 By 2020, a standard of repair requiring only normal maintenance will be achieved for protected buildings, other structures and vessels.

3. Outdoor recreation
- 3.1 Everyone will have the opportunity to take part in outdoor recreation as a healthy and environmentally sound leisure activity that provides a sense of well-being both in their local communities and further afield in the countryside.
- 3.2 Areas of value for outdoor recreation will be safeguarded and managed in a way that maintains the natural environment.

4. Pollution
- 4.1 Pollution will not cause injury to health or environmental damage.
- 4.2 Releases of substances that are hazardous to health or the environment will be eliminated.
- 4.3 The growth in the quantity of waste generated will be considerably lower than the rate of economic growth, and the resources in waste will be used as fully as possible through recycling and energy recovery.
- 4.4 To ensure safe air quality. Current knowledge indicates that air is safe to breathe if concentrations of pollutants are below the following limits: – Annual mean concentration of PM10: 20 μg/m3 – Annual mean concentration of PM2.5: 8 μg/m3 – Annual mean concentration of NO2: 40 μg/m3
- 4.5 By 2020, noise annoyance will be reduced by 10% from the 1999 level. By the same year the number of people exposed to indoor noise levels exceeding 38 dB will be reduced by 30% from the 2005 level.
