Avoid damaging oil spills
Operational discharges of oil will not result in unacceptable harm to health and the environment, or result in a rise in background levels of oil or other environmentally hazardous substances in the long term.

Avoid acute oil spills
A low level of risk of harm to health or the environment as a result of acute pollution will be maintained, and continuous efforts will be made to reduce the level of risk. This will also be a guiding principle for activities that represent a risk of acute pollution.

Number and volume of acute oil spills from the offshore industry, shipping and land-based industry
